This is an HTML5 video example using a track element for captions (WebVTT source). There is no styling associated with the captions, (other that the reset CSS for the site), so you may be looking at your browser default styling for tracks of type 'captions'.
It uses a WebVTT format file as the source for the captions. Support for this setup on browsers as of early 2013:
